When Elio claims to see a girl from school being pulled into the sea by an unknown force, no one believes him. Then he and newcomer Sam are taken into the water too and discover an underwater city ruled by selkie-like creatures. They are in desperate need of Elio and Sam's help, but can they be trusted?
